  17. <p>     The refugees began turning up in southern Italy's fishing
  18. villages aboard commandeered vessels ranging from tugboats to
  19. freighters. In the space of six days last week, 20,000
  20. Albanians fled worsening shortages of food and other essentials
  21. in their impoverished homeland and sought asylum across the
  22. Adriatic's Strait of Otranto. Startled local authorities in
  23. Italy did their best to provide temporary accommodations in
  24. schools and army barracks, but thousands of the Albanians were
  25. soon forced to camp out on town docks, wrapping themselves in
  26. plastic sheets for warmth.

  28. <p>     But not for long. Following an emergency Cabinet session in
  29. Rome, Deputy Prime Minister Claudio Martelli declared that
  30. "this exodus cannot continue." The vast majority of Albania's
  31. visitors are "not political refugees but economic refugees,"
  32. he said, and as such they fail to qualify for asylum under
  33. Italian law and will be returned home within a few days by
  34. Italian ships. That decision, doubtless influenced by Italy's
  35. 11% unemployment rate, was the most dramatic display to date
  36. of Western Europe's growing reluctance to receive waves of
  37. immigrants from the East.
